In his statement, His Holiness the Dalai Lama expressed his commitment to the Middle-Way policy in seeking a solution to the issue of Tibet with the Chinese government. His Holiness said many times that he is working for genuine autonomy for Tibet within the constitutional framework of the People's Republic of China (PRC). Irrespective of the past, His Holiness the Dalai Lama calls for a genuine autonomy for Tibet, which he said accords with the provisions of the Chinese constitution and thus can be fulfilled.
His Holiness the Dalai Lama said he hoped the improved dialogue process will resolve the Sino-Tibetan problem. For this His Holiness asked all the Tibetans in exile and the Tibet supporters to take note of the Kashag's appeal towards the creation of a conducive atmosphere for negotiations. At the same time, His Holiness also urged the leaders of the PRC to give serious consideration to the present contact because nothing can be achieved from a one-sided effort.
Meanwhile Pema Jungney, chairperson of the Assembly of the Tibetan People's Deputies, recounted the background of the Tibetan uprising day that took place on 3 March 1959 in Lhasa during which thousands of Tibetans were killed, followed by His Holiness the Dalai Lama's escape to India.
