Dharamshala, 6 July, TibetNet: Even
though the actions and rhetoric of some concerned Chinese officials had
stalled the Sino-Tibetan dialogue since the 5th round of talks was held in
February 2006, the Tibetan Administration has been keenly following the
results of the recent sixth round of dialogue between the representatives
of His Holiness the Dalai Lama and the People’s Republic of China, Kalon
Tripa Samdhong Rinpoche said here this morning, at the ceremony marking
the 72nd birthday of His Holiness the Dalai Lama. (Read

be online tomorrow.)
An impressive battery of Tibetan dignitaries, Gyalwa Karmapa Rinpoche,
Chief Justice Commissioner and Justice Commissioners, Speaker and Deputy
Speaker, Kalons, members of the Tibetan Parliament-in-Exile and the
officials of the Central Tibetan Administration occupied the stage
overlooking a mixed crowd of hundreds of Tibetans and foreigners, who
packed the courtyard of Tsuglakhang, braving an inclement weather and
intermittent downpour.
Saying that the two envoys had yesterday returned to Delhi after
concluding the 6th round of talks, Kalon Tripa underlined that despite the
realistic popular sentiments of the sheer futility of entertaining any
expectations from the authorities of PRC, the Tibetans must keep exerting
their whole energy in forging a situation wherein Beijing is compelled to
properly address the Tibet issue - rather than losing their fortitude and
standing stock-still under weight of extreme pessimism. (Read
press statement on the 6th round of dialogue.)
Due to the force of His Holiness the Dalai Lama's non-violent struggle,
the Tibetan issue has survived thus long - even China could not ignore
responding to it - Kalon Tripa said, adding that if this force of
non-violence is conscientiously beefed up by the entire Tibetan people, it
can withstand every other power in this world.
Every Tibetan must therefore sincerely and with full conviction exert
themselves in the path of the Middle-Way Approach and non-violence, he
added.

The most senior couple of the state - Thakar Pyara
Singh, aged 103, and his wife, Hansa Devi, aged 101 - was honoured
at the ceremony this morning. |
If the current international scenario is any
indication, the Tibet issue may not see a speedy resolution, Kalon Tripa
said, underlining that even if the Tibetan struggle lasted for centuries,
it must sustained without any sense of despair or inertia - just as His
Holiness always says: 'hope for the best, but prepare for the worst'.
In order to achieve that, every Tibetan must take daily initiatives
based on his or her own capacity and resources - mere expression of
feelings or words will not suffice - Kalon Tripa said.
Many Tibetans fail to appreciate that protest demonstrations, mass
gatherings and marches are not the only ways of serving the cause - at
times there are even indications of their lack of diligence, Kalon Tripa
said.
He said that even though Tibetans generally have their sense of
commitment intact, many are often at a loss for the right ways of waging a
movement - some even misinterpreted the Administration's appeal for the
creation of a conducive environment for dialogue as virtual ban on all
kinds of activism.
After clear the air over the kinds of activism that will not jeopardize
the efforts to forge a conducive environment for dialogue, Kalon Tripa
then proposed 11 model action plans, which were broadly categorized as
educational, social, economic, religion and culture.
These plans include engaging in meritorious actions to enhance the
collective merit of the Tibetan people; establishing close ties with all
the people who have cultural, religious and linguistic affinities with the
Tibetan people; sustaining Tibetan language and culture by providing an
adequate level of modern education to the children; providing help for the
education and health care of Tibetans in Tibet; spreading awareness on the
current state of Tibet and clarifying misunderstandings and
misinterpretations - including to the Chinese based in the Mainland China;
preserving the unity and harmony of Tibetan community in exile; and
others.
